Revolutionising HR Services: Digital Trends and Innovations from EU to Local Level, 25-26 November 2025, Maastricht

This course provides a comprehensive understanding of Human Resources (HR) transformation, focusing on the digitalisation of HR processes and systems.

Participants will first explore the European Commission’s multi-annual HR transformation (HRT) programme, its road map, and the introduction of innovative digital building blocks such as the ServiceNow® platform. This programme has been rolled out to 60 other EU institutions, agencies, and bodies, serving a total of 150,000 EU staff.

Secondly, the experience of the Council of the EU will be presented, reflecting on HR modernisation decisions at its General Secretariat, emphasising the balance between lean decision-making and limited resources.

Lastly, different experiences from the national, regional, and local public sector will be discussed and analysed in a comparative format across a broad range of scale and budget.

The course will also address the implementation of European core values and the human-first and human-in-control principles of HR transformation. As such, it will ensure a balanced approach between digital advancements and human-centric HR practices. This will include discussions, debates and strategies, analysing the impact, benefit and risks of using Artificial Intelligence in HR modernisation initiatives.

Participants will gain insights into why HR transformation is necessary in times of change and how to do it in alignment with different experiences at European and MS level. You will explore what different HR initiatives involves, who the key strategic partners are, and how digital solutions support the transformation.

The course will include interactive discussions, case studies, and practical exercises to explore HR strategy development, digitalisation, and the step-by-step transformation process.

European Public Procurement, Concessions, and Contract Management (6-7 November 2025)

This course will provide an understanding of the latest rules and developments in European public procurement, PPP/private finance and concessions. It should be of benefit to representatives from contracting authorities and businesses who need to familiarise themselves with the rules and policies at European level. Most importantly, the course will offer an excellent platform to exchange experiences and concerns in dealing with European public procurement, PPP/private finance and concessions

This special module on comitology extends on the foundations of EU-level implementation (see Debriefing Part V). In this module, the procedures underpinning the adoption of Implementing Acts will be discussed in detail. Participants actively engage in several case studies to unpack the operational challenges of EU-level implementation and the politics of comitology.
