Annual conference on EU Civil Service Law - 2024
Since 2012, EIPA’s European Centre for Judges and Lawyers (ECJL) in
Luxembourg has held annual conferences on the theme ‘European Union Civil
Service Law’. These events have been a great success and attracted the
enthusiasm of many participants, including judges from the European Union
Civil Service Tribunal (now defunct) and General Court, legal
representatives of the European institutions, university professors and
lawyers specialised in this field. In light of this, EIPA wishes to repeat
the experience by organising the 11th Annual Conference. This will be an
occasion to explore some of the recent developments in both substantive and
procedural law.
The aim of the conference is twofold. First, to inform participants about
recent developments in the case law of the General Court. This will include
looking in more detail at specific issues regarding civil service
litigation in the EU, including those which are currently on the agenda.
Second, to provide scope for a debate and a critical assessment of this
case law among the key actors concerned, namely judges, lawyers and staff
of the institutions.

This course offers participants an IN-DEPTH EXPLORATION of the INTERSECTION
BETWEEN AI AND PUBLIC PROCUREMENT, providing a thorough understanding of
regulatory frameworks, practical applications, and emerging trends.

Audit and Anti-fraud in RRF and ESIFs 2021–2027 – Exchange of Audit Experiences between AAs, EC, OLAF and ECA
This highly practical 3-day workshop for audit authorities has as its main
objective the exchange of experiences regarding anti-fraud measures in EU
funding (ESIFs + RRF), conflict of interest, double financing, audit
results based on Arachne; or other similar tools used by AAs, and measures
applied in different Member States to ensure effective and efficient
control systems at the national level for the Recovery and Resilience
Facility.

Competitive Dialogue and Negotiated Procedures Master Class (20-21 November 2024)
Competitive dialogue and negotiated procedures are difficult to implement
effectively but are essential for complex infrastructure and ICT projects
and to modernise public services in the current fiscal climate. In the 2014
Public Procurement Directives Competitive Dialogue and the new Competitive
Procedure with Negotiation are easier to justify than in the former
directives and thus are more readily available for use. The rules for the
two procedures are different and the procedural rules for the Competitive
Procedure with Negotiation are more detailed than the former rules of
procedures including negotiation. Competitive Dialogue was also been
introduced as an available procedure in the utilities sectors in Directive
2014/25/EU.
